At a minimum, ‘wildfire’, as a sample incident type, is associated with wildfire fighting, emergency management, environmental protection, public safety, health, and social services activities, which are delivered by numerous government, industry, non-profit volunteer organizations, and increasingly the military.
The bigger, hotter, and faster-moving fires we are experiencing these days require a lot of inter-organizational coordination, a lot of boots on the ground, aerial operations, equipment and supplies, and logistics. They also require advanced technology for surveillance, operations, and communications.
Very few, if any, organizations in Canada are optimally equipped with incident management technology. The 80 per cent of First Nations living in areas that are prone to wildfires are among the least equipped.
This is a real problem that needs to be solved – and not just for First Nations and for wildfires, but for most Canadian communities and for a host of other incident types as well.
Funding is available to First Nations communities for search and rescue (SAR) training, and there are provincial wildfire training programs for most if not all communities across Canada, but small and/or remote communities struggle with the cost of implementing technology designed to support comprehensive emergency management programs.
In the United States, local governments can apply for government grants to implement incident management technology. Not so in Canada.
